US senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators floated a plan unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Impact of Government Shutdown
The impact on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Golf Course
As Saturday's session got started, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator said.
Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Response
Opposition senators expressed concerned responses to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another lawmaker responded to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing plan from a small group of moderate Democrats to terminate the closure in return for a later vote on the Obamacare payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.
Another leading Democratic senator continued in maintaining that Republicans should agree to a one-year extension of the subsidies before discussing the future of the tax credits.
"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Some observers indicated that the core of such a plan would eliminate the ACA's mandate that insurance companies cover patients with existing health issues.
After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
