Sheff Wed Deals with Serious Challenges, States Independent Regulator

'Our role is integral to football's future' - newly appointed regulator the new chairman

Sheffield Wednesday's current difficulties constitute a "significant problem" and the independent regulator is seeking powers to look into club affairs in similar circumstances, the newly appointed chairman the regulator has declared.

During an extensive discussion, the chairman, who was recently selected, showed understanding towards Wednesday's fanbase.

The chairman convened with four supporter groups representing the football team recently.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the great brands for the English game and in recent days we have met fan representatives.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases submitted for our review if they warrant scrutiny and acted upon."

Economic Challenges and Proprietorship Status

The team's struggling chairman the current owner indicated in the summer he would be willing to sell up at their home ground, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in March and May caused limitations by the football authorities in mid-year, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in August.

Official's Viewpoint

The chairman stated: "The position was created for the Owls followers, teams facing challenges where supporters are loyal to a local institution that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is commence engagement with an individual club, an individual owner, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the owner's facing," the chairman stated.

"However, realistically, when you examine the past of the sport, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the way which they've been managing their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to explain the responsibilities of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish swiftly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we need to continue the progress.

"Considerable investment flowing into the game and has been invested for the past two decades, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the immediate future."

Premier League Concerns

Top flight officials resisted the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an financial organization of the top division.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of England. But at the same time, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The official provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I am no longer involved in any form of political activity."
